Crowley’s Ridge Development Council, Inc. is a community action agency serving the needs citizens in Northeast Arkansas. CRDC is committed to helping families and individuals recognize their strengths, set realistic goals, make responsible choices, and become successful, self-sufficient members of the community. Collaborating with local, state, and national agencies, we provide a broad range of direct, anti-poverty services for moderate to low-income customers and their communities. We maintain an on-going commitment to reduce the effects of poverty and to empower individual, families and communities to meet the challenges of toady and the changes of tomorrow. CRDC programs focus on:

  • family development,
  • crisis management,
  • affordable housing security,
  • health and nutrition,
  • substance abuse treatment and prevention measures,
  • supporting senior citizen independence and
  • community and economic development.

Over the past years, community action has been instrumental in establishing nationally recognized programs such as, senior citizens programs, weatherization programs, child care programs, Vista Volunteers, etc. with a goal of helping people to help themselves. CRDC participates in a multitude of local, regional and state boards, advisory committees, organizations, and task forces. Each of these groups focus on making a difference in the lives of Northeast Arkansans. A twenty four member Board of Directors is responsible for the development of all agency policies, procedures, and overall management of the corporation. Executive Director, Loyd Price manages the day to day operations of the agency. Community Action Agencies, like CRDC, have very low administrative overhead costs (on average, between 7 and 12 percent). Resources are invested directly in the community and families, not in bureaucracy.Our experience in operating numerous and varied programs under several different funding agencies since 1965 has provided us with an extensive background of state and federal regulations, licensing / registration requirements, health and safety standards, and nutritional standards.

What is Community Action?

Community Action Agencies (CAAs) are nonprofit private and public organizations established under the Economic Opportunity Act of 1964 to fight America’s War on Poverty. Community Action Agencies help people to help themselves in achieving self-sufficiency. Today there are approximately 1,000 Community Action Agencies serving the poor in every state.The service areas of Community Action Agencies (CAAs) cover 96% of the nation’s county. Agencies are connected by a national network that includes the Community Action Partnership national association, a national lobbying organization, and a national association of Community Service Block Grant administrators. CAAs are a primary source of direct support for the more than 34.5 million people who live in poverty in the United States. The majority of CAA program participants are extremely poor, with incomes below 75% of the federal poverty threshold, or $9,735 for a family of three. The Community Action network serves approximately: 11 million individuals per year 3.3 million families per year

What is ROMA?

Results-Oriented Management and Accountability (ROMA) is a form of management practice that incorporates the use of outcomes or results into the administration, management, and operation of non-profit human services. ROMA focuses on what happens to the customer as a result of the service by measuring how effective the service has been. Designed by the Office of Community Services' Monitoring and Assessment Task Force in response to the 1993 Government Performance and Results Act (GPRA), ROMA provides a flexible architecture of six national goals that the Community Service Block Grant (CSBG) network strives toward. Within these goals, agencies can show the outcomes they are achieving with CSBG funds, as well as the other programs they undertake to assist low-income families and communities.
